Principal Researchers:
Prof. Shipra Maitra, Prof. Sandip Sarkar, Dr. Balwant Mehta

Theme: National Institute of Urban Affairs (NIUA)
Sponsor: Indian Council of Social Sciences Research (ICSSR)
Assignment : Serve as a background paper for the preparation of the Delhi Master Plan 2041

Aims and Objectives: The research aims to assess previous Master Plan Documents (MPDs) and prepare demographic, economic, and employment profiles for NCT Delhi and major urban centers of the Central National Capital Region (CNCR). It will make projections for the period 2021 to 2041 in five-year intervals and provide policy perspectives for urban planning.

Methodology: The study employed several approaches for population, economic, and employment projections. Population projections were made using the Cohort Components Method. Economic projections estimated City GDP for the years 2011-12 to 2018-19 based on the 2011-12 base year series. The Labour Input Method, utilizing employment and unemployment surveys along with NSS labour duration surveys, was applied alongside a production-based method for sectoral domestic product estimates. Employment projections were derived from the projected population for NCT Delhi and adjoining cities. Stakeholder engagement included consultations and Focused Group Discussions (FDGs) to gather insights on city growth, economic activities, employment, and future projections.

Key Findings and Recommendations:

  • Commitment to providing accessible and affordable world-class infrastructure to residents.
  • Alignment with Sustainable Development Goals (SDGs) by 2030, specifically SDG 11 (Sustainable Cities and Communities).
  • Land use planning as the primary tool for regulating urbanization in Delhi.
  • Focus of MPD 2041 includes:
    • Earmarking land for constructing houses under PMAY-U.
    • Creating pathways for a slum-free city.
    • Identifying areas for waste processing plants.
  • Emphasis on regular monitoring of urban indicators specified in state vision documents.
  • Importance of monitoring plan implementation with regularity to manage growth momentum in NCT Delhi and adjacent CNCR towns.
  • Detailed analysis and projections for population, economic activities, and employment trends from 2021 to 2041.
  • Analytical approach ensures robust and reliable projections for effective urban planning.

This study provides a comprehensive framework for understanding and planning the future urban development of NCT Delhi and the CNCR, ensuring alignment with global sustainability goals and addressing key urban challenges through strategic land use planning and infrastructure development.
